Purpose and objectives
The work to increase climate adaptation requires risks and measures to be analyzed based on water flow dynamics and catchment areas. This means higher demands for cooperation between landowners, water and sewerage authorities, planning municipalities and various authorities. Today, there are often no incentives for upstream measures that can delay, divert, set and store water. Such measures can be very valuable both to reduce flood and landslide risks, and to prevent water shortages. The project adopts a flow perspective and takes the Kilaån catchment as a concrete test area. However, the proposals for a new policy that are being developed have a more general purpose and should be applicable to other river basins in Sweden. The aim is to produce a report with a proposal for a policy for water flow cooperation with a description of its function and consequences.
Expected impacts and results
The result is a study with proposals for a policy for water flow collaboration based on identified risks, shortcomings in current responsibilities and regulations, and possible economic incentives for greater socio-economic benefits. By clarifying the functions and consequences of new policy, the result contributes to Water Wise Society’s continued work for water-resilient communities that are built and managed in harmony with water and are resilient to climate change and crises
Planned approach and implementation
The project is being implemented through a policy lab where expert analyses and dialog meetings with stakeholders alternate and build on each other’s knowledge. IVL Swedish Environmental Research Institute and Nyköpingåarnas vattenvårdsförbund are leading the project, which involves the county administrative board, municipality, water and sewerage authority, power plant owners and farmers and forest owners.
