Today, many\u00a0municipalities and water utilities experience uncertainty regarding responsibilities, decision-making authority and operational flexibility when existing regulations are insufficient, which may undermine the continuity of essential sanitation services under extreme conditions.\u00a0Through policy labs, the project brings together researchers, public authorities and practitioners to\u00a0jointly analyse and test governance solutions\u00a0in\u00a0crisis scenarios. The work draws on lessons from international cases\u00a0during\u00a0crises and\u00a0armed conflicts,\u00a0including\u00a0the war in Ukraine and major flood events in Europe\u00a0recent years, and examines how similar challenges could arise in a Swedish context. Interviews, workshops and citizen focus groups are used to explore issues of responsibility, legitimacy, public acceptance and trust in crisis-related decision-making.\u00a0The project is\u00a0carried\u00a0out by Stockholm University,\u00a0RISE, the Gothenburg Region\u00a0(GR)\u00a0and Svenskt Vatten. The expected outcome is a set of concrete and operational policy\u00a0recommendations that can support national and local actors in strengthening legal preparedness, coordination and long-term resilience in wastewater and sanitation systems.
