The aim is to create a broad consensus on the challenges and to collaboratively analyze and develop obstacles and opportunities for river basin water balances and water resource planning based on the natural water cycle.<\/p>\n<h2>Expected impacts and results<\/h2>\n<p>The project creates an improved knowledge of water balances for a river basin, including both surface and groundwater, and identifies needs for further development and innovation. In addition, a dialog on how an equitable distribution of resources can look like and what system changes are needed. The project will develop a step-by-step methodology involving relevant key actors at national, regional and local level, which can be implemented in collaboration over the coming years.<\/p>\n<h2>Planned approach and implementation<\/h2>\n<p>Relevant discussions on the allocation of water resources require the involvement of all stakeholders with claims on the resource, which is why a stakeholder and needs analysis is crucial. A system analysis is conducted to highlight the boundaries, barriers and opportunities for a transition, by identifying knowledge gaps and development potential for data and methods as well as existing policies. The results are analyzed in workshops including foresight activities to build a broad consensus.<\/p>\n<p>&nbsp;<\/p>\n<p><em>The text on this page was written by the project team.
