Important results from the project
The project has explored the institutional changes required to achieve sustainable water use in lake Hjälmaren and has led to the formation of an actor group to drive the necessary changes. A current picture of Hjälmaren’s challenges and future visions has been formulated and necessary interventions for displacement have been identified. Relevant institutional elements and how they interact and counteract each other have been mapped to build the necessary system-changing capacity.
Expected long-term effects
By forming an actor group, an organizational capacity is built with a working method that is based on the real needs of lake Hjälmaren instead of on existing administrative boundaries. The working method means that water use is placed in a larger context and connected with other fields to avoid that conflicts of goals produce lock-in effects, and a holistic perspective is created. This creates the conditions in the long term for the necessary system shift to take place in a legitimate way.
Approach and implementation
The project has been implemented according to plan in four work packages. In the first step, relevant stakeholders and policies were identified and the challenge was analyzed and formulated. This step was deepened through workshops and interviews with representatives from 26 different organizations. At the workshops, future visions have been formulated and scenario analysis has been carried out. The final step has involved the formation of a stakeholder group, analyses and reporting.
