Purpose and objectives
The project aims to explore what institutional changes are required to achieve sustainable water management in Lake Hjälmaren. The goal of the project is to start building a stakeholder group that, with a landscape perspective, has the capacity for institutional influence for sustainable water management. Sub-goals of the project include identifying stakeholder networks, identifying policy obstacles/opportunities, formulating a picture of the future through scenario analysis and identifying knowledge needs.
Expected impacts and results
Awareness of institutional influences is expected to result in the stakeholder group being able to plan and work to overcome the policy barriers, goal conflicts and lock-in effects that hinder sustainable water management. The analysis provides the basis and direction for the work of the group. Scenario analysis and future vision ensure a breadth of perspectives for an inclusive approach. Proposals for follow-up projects will be an important working tool for the stakeholder group.
Planned approach and implementation
Work package (WP) one identifies relevant stakeholders, interests and policies. Environmental analysis is carried out and institutional influences are analyzed. This is done mainly through in-house expertise. In WP2, the perspectives of stakeholders and interests are explored, scenario analysis is carried out and a vision of the future is formulated. WP2 is implemented through workshops and interviews. In WP3, dialog on participation is conducted in stakeholder groups. In AP4, system analysis is carried out, knowledge needs and continuation projects are identified.
