Purpose and objectives
The project intends to establish a collaboration between IVL, SLU, Sandviken Municipality, Gävle Energi and IF Skadeförsäkring. The actors will investigate how flooding problems can be addressed holistically from a catchment perspective – with Gavleån in focus. We are conducting a system analysis to investigate the need for collaborative solutions, both long and short term, to increase the resilience of the area and reduce the negative effects of future floods caused by torrential rain and high flows.
Expected impacts and results
In the short term, the collaboration is expected to provide stakeholders with an overall picture and new insights into how the flooding issue can be addressed in the Gavleån catchment area. In addition, the willingness to collaborate and find common solutions is expected to increase in both the long and short term, with the strengthening of the solution-oriented approach as an effect. The project is expected to result in some delimited key issues / areas that need to be deepened collaboration on, including with actors outside the project group.
Planned approach and implementation
The project is divided into two main phases. First, we carry out a system analysis through thematic workshops such as liability, finance and legal, water and hydrology, and international outlook. In this phase, the competence and understanding of the stakeholder group will be built. In the second phase of the project, the perspective shifts to “how?”. We implement a systems approach that focuses on what type of collaboration needs to take place and plan the key steps needed for further work.
