Purpose and objectives

Work on climate-proofing Swedish societies is progressing far too slowly. The issue of financing and cost allocation for climate adaptation measures is often identified as one of the biggest obstacles to the implementation of climate adaptation. The aim of this project is to develop a concept for a tool for cost allocation between actors who benefit from a common climate adaptation measure. This innovative tool will provide municipalities with practical support in allocating costs for climate adaptation and thus increase the municipalities’ ability to finance and implement measures.

Expected impacts and results

The long-term goal of the project is to empower municipalities to finance and implement climate adaptation measures, with the effect of building more solutions and making our communities more resilient to climate change. In this way, the project contributes directly to the WWS mission and in particular to the fulfillment of goal 2, task 3.

Planned approach and implementation

The project consortium consists of the research institute RISE, the engineering consultancy Tyréns, the City of Gothenburg and Håbo Municipality. By developing the tool in close collaboration with a large and a small municipality and a technology consulting company, many relevant perspectives can be captured and the tool’s usability ensured. Together, these four parties reflect the value chain that the tool is intended to be used by.

The project consists of four work packages; WP1 – Project Management and Communication, WP2 – Cost Allocation Principles, WP3 – Case Studies, and WP4 – Market Analysis and Implementation.
