Purpose and goals
The process of climate-proofing Swedish society is progressing too slowly. The issue of financing and cost allocation for climate adaptation measures is often identified as one of the single biggest obstacles to implementing climate adaptation. The purpose of this project is to develop a concept for a cost-sharing tool among stakeholders who benefit from a shared climate adaptation measure. This innovative tool shall provide practical support to municipalities in allocating costs for climate adaptation, thereby increasing the municipalities’ ability to finance and implement measures.
Expected effects and results
The long-term goal of the project is to provide municipalities with increased opportunities to finance and implement climate adaptation measures, resulting in more solutions being built and our communities becoming more resilient to climate change. In this way, the project directly contributes to the WWS mission and particularly to the fulfillment of sub-goal 2, Task 3.
Planned structure and implementation
The project consortium consists of the research institute RISE, the technical consulting company Tyréns, the City of Gothenburg, and Håbo Municipality. By developing the tool in close collaboration with a large and a small municipality and a technical consulting company, many relevant perspectives can be captured, and the tool’s usability can be ensured. Together, these four partners reflect the value chain for which the tool is intended to be used.
The project consists of four work packages: WP1 – Project management and communication, WP2 Principles for cost allocation, WP3 Case studies, and WP4 Market analysis and implementation.
