Purpose and objectives
The project aims to achieve equitable water allocation and sustainable water management by utilizing and developing existing data and models as a basis for establishing water budgets and strategic water planning. The aim is to create a broad consensus on the challenges and to collaboratively analyze and develop obstacles and opportunities for river basin water balances and water resource planning based on the natural water cycle.
Expected impacts and results
The project creates an improved knowledge of water balances for a river basin, including both surface and groundwater, and identifies needs for further development and innovation. In addition, a dialog on how an equitable distribution of resources can look like and what system changes are needed. The project will develop a step-by-step methodology involving relevant key actors at national, regional and local level, which can be implemented in collaboration over the coming years.
Planned approach and implementation
Relevant discussions on the allocation of water resources require the involvement of all stakeholders with claims on the resource, which is why a stakeholder and needs analysis is crucial. A system analysis is conducted to highlight the boundaries, barriers and opportunities for a transition, by identifying knowledge gaps and development potential for data and methods as well as existing policies. The results are analyzed in workshops including foresight activities to build a broad consensus.
